What is the Questar Surplus Live Auction?

Questar Surplus Live Auction is a Web based live auction sponsored by Dominion Energy's Materials Management department. Questar's live-auction system offers a cost-effective means for selling and disposing of surplus and retired company materials and assets.

What is Questar's policy and User Agreement for using the Live Auction?

Questar's mission and vision statement is our guide for conducting business:

How do I register before I begin bidding?

Click on the Register Now link on the top of the live auction site. You must be at least 18 years of age to register.

What if I submitted the registration form but didn't get a confirmation e-mail?

The e-mail confirmation is generated automatically and usually will be delivered a few minutes after submission.

If you do not receive the confirmation e-mail, send an e-mail message to:

Note:
You must be a confirmed user on the auction site to begin bidding. When you receive your confirmation e-mail, be sure to click the link in the e-mail to confirm.

Why do I need a new user name/password?

Everyone who bids on an auction must register and assign his/her own unique user name. User names may be any non-offensive nickname, handle, alias or unique number. User names and passwords are case-sensitive when verified by the auction system.

How can I change myu user name/password?

User Names may be changed only by the Questar Surplus Live Auction administrator.
Send an e-mail request to change your user name to Surplus@questar.com .


To change your Questar Surplus Live Auction password, log into Questar Surplus Live Auction. At the top of the page select "MY CONTROL PANEL". When the control panel comes up, select the "My Account"
tab. a link will show below for "Edit your personal profile." Click the link and enter your new pass word in the two password boxes. Press the "Save Changes" button.

Why does my password not work?

Make sure you have completed the Questar Surplus Live Auction registration and responded to the confirmation e-mail that is sent to the address you provided.

Note to Questar employees: Questar employees' company network logon ID and passwords do not work with Questar Surplus Live Auction.

What is Questar Surplus Live Auction's automatic (proxy) bidding system?

An important feature available in Questar Surplus Live Auction is automatic proxy bidding. When bidders place bids, there is the option to place a secret high-bid amount. Proxy bidding will confidentially & automatically bid up to your maximum, but in order to avoid being outbid, you must have the highest maximum bid.

To place a proxy bid, just enter the maximum amount you are willing to pay. Automatic bids will be placed for you up to your maximum amount. Using proxy bidding, you can win the item at the lowest possible price. Your maximum bid is only placed when a competing bidder bids the same amount.

Why didn't my bid show up as the high bid?

If the current high bidder's maximum bid is higher than the bid you place, you are immediately outbid because your bid is not high enough to beat the earlier maximum bid. Proxy bidding will confidentially & automatically bid up to your maximum, but in order to avoid being outbid, you must have the highest maximum bid. To place a proxy bid, just enter the maximum amount you are willing to pay. Automatic bids will be placed for you up to your maximum amount. Using proxy bidding, you can win the item at the lowest possible price. Your maximum bid is only placed when a competing bidder bids the same amount.

Every time I make a bid, it says I was outbid immediately. What's wrong?

Actually, nothing's wrong. This means you were automatically outbid by a proxy bidder who has placed a higher maximum bid. (See more information on proxy bidding .)

Can I reduce or retract my bid once it has been placed?

Once a bid is placed it is considered binding. Questar may allow a bidder to retract his/her bid if the item description is changed after bidding starts or if the bidder makes an obvious typographical error in placing a bid. If you have concerns, contact the auction coordinator at surplus@questar.com

Can I increase my maximum bid after I've placed a bid?

Yes. If you want to place a higher bid or even increase your proxy bid, simply place another bid.

What is a Reserve Price Auction?

Questar (Questar Surplus Live Auction seller) may require a minimum bid to be placed before the item will be sold. Usually Questar Surplus Live Auction will start the bidding at the reserve price amount. However, some items may have a questionable market value and Questar Surplus Live Auction will start the bidding lower to see if there is enough interest in the item.

How does the "Search" feature work?

You can search for Keyword(s). Simply type the keywords in the search and press go!item type. Any item that matches your search description will be listed.

How can I find or list all the items I've bid on?

Login to the Questar Surplus Live Auction and select MY_CONTROL_PANEL from the navigation at the top. Under the "Buying" tab is a link titled "Your bids". Simply click this link.

This feature is not presently being used.

Why was I outbid by less than one increment?

This is a normal occurrence. Remember that the winning bid only has to be one increment above the high bid currently showing on the listing page.

For example, let's say you are the current high bidder at $12 with a $20 maximum.

Let's say another bidder places a maximum bid of $20.01 and becomes the new high bidder for this item. This new person's minimum bid is $12.50 - one increment above $12.00. As long as a bidder enters the minimum bid amount required, any bid over that will satisfy meeting the bid increment. The winner of the item will be the bidder with the highest maximum. In this case, the winner could win by one cent.

Why does it appear I'm bidding against myself?

If you place a proxy (maximum high) bid on an item as others place bids, Questar Surplus Live Auction will determine whether to place another automatic bid for you to secure your high-bidder status. Your user name, including the date and time, will continue to be recorded in the bid history to show your proxy bidding won against another bidder.

What is Item Watch?

Item watch notifies you when someone bids on the auctions that you have added to your Item Watch.

What is Auction Watch?

Auction Watch is your assistant to keep an eye on auctions which are opened pertaining to your keywords. To use this feature, insert keyword(s) into the Auction Watch list that you are interested in. When these keywords appear in an auction's title or description, you will receive an e-mail informing you that an auction has been opened containing your keyword(s). You may also add a user's nickname and if that user opens an auction you will get notification by e-mail. All keywords must be separated by a space when entering into your Auction Watch list.

3. After auction closes. (What Now?)

Will I be notified if I'm the high bidder and win a bid?

Yes. An e-mail will automatically be generated to each registered high bidder identifying you as a high bidder.

Login to the Questar Surplus Live Auction and select MY_CONTROL_PANEL from the navigation at the top. Under the "Buying" tab is a link titled "Auctions you won ". Simply click this link.

What am I expected to do before I can pick up the item(s) I've won?

You are expected to:

1. Login to the Questar Surplus Live Auction and select MY_CONTROL_PANEL from the navigation at the top. Under the "Buying" tab click on the link titled "Auctions you won ".
2. Click on your item.
3. Print the closed item summary page from your browser. (If you're a high bidder for multiple items, print a summary page for each item.)
4. Complete and print the Bill of Sale agreement (PDF document).
5. Attach your closed bid item summary page(s) to the Bill of Sale.
6. Prepare a check or money order, payable to: QGC. (Dominion Energy Company)
7. Mail (or bring with you) the Bill of Sale, closed item summary page and check to the Materials Management warehouse.

I live outside of the Salt Lake area. Can I arrange to pay for shipping?

Normally, shipping is not possible due to the volume of items we process. However, we'll do whatever we can to help. Please contact the Materials Management department at surplus@questar.com or call Gary Young at (801) 324-3626 to discuss your request.
